SAIC’s Elimination From $2 Billion NASA Procurement Upheld

Science Applications International Corp. failed to show that NASA improperly eliminated it from an IT systems procurement, which is worth up to $2 billion, the Government Accountability Office said in a decision released Friday.

SAIC didn’t show that NASA erred by excluding it from the competitive range by relying on differences in point scores and adjectival ratings in bids instead of the merits in the bids, the GAO said.

The record shows NASA’s contracting officer “was fully aware of and compared the proposals against one another on a qualitative basis for each evaluation criterion,” the GAO said.
