Countries helping draft the United Nation’s global treaty on tax cooperation are still at odds over how decisions should be made—whether by majority or consensus—according to a top official of the body.
Michael Lennard, chief of international tax cooperation and trade in the Financing for Development Office of the UN, said the committee’s aim is to reach a consensus approach, but added the committee’s chair, Ramy Youssef, is bearing in mind the negotiations must be concluded in August.
